 Charles J. Femminella, Jr., SCGREA, CTA, SPA | President/Chief Appraiser
As President and founder, Mr. Femminella provides professional expertise, direction, an unmatched body of experience and knowledge to the professionals of Certified Valuations, Inc.
His experience over the course of the past 40 years includes positions as Building Inspector, Zoning Officer and Tax Assessor. He worked as a Real Estate Salesperson and Broker while in college and became an Appraiser for the Local Property Tax Bureau, Division of Taxation upon graduation. He has worked exclusively as a Real Estate Appraiser and Assessor since 1966, devoting his entire career to the profession of real estate appraisal, municipal government and assessing. Mr. Femminella is a graduate of Fairleigh Dickinson University where he earned a B.A. in Real Estate. Mr. Femminella is a State Certified General Real Estate Appraiser, Certified Tax Assessor, a Member of the Society of Professional Assessors and a licensed real estate broker for the State of New Jersey.

 Cindy Sullivan | Chief Operating Officer
Ms. Sullivan has been with Certified Valuations, Inc. since 1989. As COO of Certified Valuations, Inc. Ms. Sullivan provides vision for the implementation of the company’s strategic goals and objectives. While during all aspects of the company’s operations, Ms. Sullivan employs a unique management style encouraging excellent performance while at the same time promoting coordinated teamwork and successful execution of the company’s objectives. Ms. Sullivan has completed several courses in the field of real estate appraisal through both the Appraisal Institute and the IAAO. She continues to attend professional seminars and is a strong advocate for continuing education among her colleagues. Ms. Sullivan has served on the Mental Health Advisory Board for Morris County as well as the Board of the Mental Health Association of Morris County. Ms. Sullivan is a graduate of Fairleigh Dickinson University. |

 Robert J. Edgar, SCGREA, CTA | Senior Commercial Appraiser
Mr. Edgar has been with Certified Valuations, Inc. since 1992. His professional career includes working as a Real Estate Appraiser, Tax Assessor and an Expert in commercial real estate appraisal for municipal government. He is respected in the Appraisal industry for his depth of knowledge, commitment, dedication, accuracy and fairness. In addition to commercial valuation, analysis and litigation, Mr. Edgar makes the time to generously share his knowledge and expertise with appraisers new to the field in the role of a supervising appraiser and mentor. Mr. Edgar graduated from Parsons College with a BS in Business Administration. He has continued his studies in Real Estate Appraising and Taxation at Rutgers, the State University. He is a New Jersey State Certified General Real Estate Appraiser and Certified Tax Assessor. |

 Frank Dallessio, SCGREA, CTA| Commercial Appraiser
Mr. Dallessio has been with Certified Valuations, Inc. since 2001 and has been an appraiser since 1987. He has appraised residential and commercial properties for various appraisal purposes as well as participating in residential and commercial mass appraisal for multiple municipal revaluations. In addition, he has testified as an expert witness before several County Tax Boards and before the Tax Court of New Jersey.
Mr. Dallessio earned a B.S. Degree from Monmouth University and has continued his professional education at the Appraisal Institute. He is a Certified Tax Assessor and a New Jersey State Certified General Real Estate Appraiser. |

 Thomas DeKorte
Mr. DeKorte joined Certified Valuations, Inc. in 2005. Since he began with Certified Valuations, Inc. he has worked on revaluation and appraisal assignments in more than fifteen municipalities and has appeared before the County Tax Board in five counties for the defense of appeals field against municipalities. Mr. DeKorte assists in the valuation of residential properties and manages our residential field staff. He is a graduate of The Center for the Media Arts and has continued his education with R101,102,103, USPAP and Farmland Assessment for Tax Appeal. Mr DeKorte is a Certified Tax Assessor. |

 Paul Bayse, SCGREA
Mr. Bayse joined the appraisal staff of Certified Valuations, Inc at the start of the revaluation of the City of Newark in 2001. Mr. Bayse provides quality control and commercial real estate appraisal analysis and valuation. Mr. Bayse attended Virginia Polytechnic Institute pursuing a degree in Engineering. While persuing other areas of the assessment and appraisal field, Mr. Bayse remains available to assist the staff of CVI as needed. |

 Richard Mupo, SCGREA, MAI | Commercial Appraiser
While he is currently employed with a National Appraisal firm, Mr. Mupo remains available to assist the staff of CVI as needed. |

 Timothy O’Connor, SCREA | Residential Appraiser
Mr. O’Connor has worked in almost every facet of municipal appraisal and revaluation during his employment with Certified Valuation, Inc. He joined the staff of Certified Valuations, Inc. in 2005 and has conducted residential and commercial field inspection, data entry, commercial costing, appraisal, taxpayer hearings and hearing review, and preparation for county tax appeal defense. Mr. O’Connor attended Middlesex County College and is a New Jersey State Certified
Residential Appraiser. While persuing other areas of the assessment and appraisal field, Mr. O’Connor remains available to assist the staff of CVI as needed.

Dennis Rafferty, CTA
During tenure as a full time professional tax assessor for over 30 years, Mr. Rafferty has appraised all types of real property. He is the Project Coordinator for revaluation programs in which Certified Valuations, Inc. is involved. While persuing other areas of the assessment and appraisal field, Mr. Rafferty remains available to assist the staff of CVI as needed.
